- Dominica's High Court Invalidates Ban on Same-Sex Relations, Citing Constitutional Incompatibility
The High Court of Dominica has invalidated a ban on consensual same-sex relations within the nation. The court found that certain provisions of the law, which prohibited same-sex activity, were incompatible with the country's constitution. A local gay man, who initiated the case, argued that the law infringed upon his constitutional rights. The decision was celebrated by LGBTQ activists as a significant advancement in the ongoing struggle for LGBTQ rights in the Caribbean. Specifically, the court declared sections 14 and 16 of the Sexual Offences Act, which criminalized consensual same-sex activity between adults, unconstitutional. In the ruling, Justice Kimberly Cenac-Phulgence highlighted that these sections violated fundamental rights such as liberty, freedom of expression, and personal privacy, as guaranteed by the country's constitution. The claimant, an openly gay individual, expressed that these laws subjected him to constant fear of legal consequences for engaging in consensual sexual activity and incited hateful and violent behavior towards him and other LGBTQ individuals, thereby inhibiting his ability to live and express himself freely with dignity. Daryl Phillip, the founder of Minority Rights Dominica (MiRiDom), viewed the ruling as a step towards restoring dignity and safeguarding LGBTQ rights, although he acknowledged that combating homophobia is an ongoing process. In recent years, several Anglophone Caribbean nations, including Antigua and Barbuda, Barbados, Belize, Saint Kitts and Nevis, and Trinidad and Tobago, have repealed such laws. However, same-sex relations remain criminalized in countries like Guyana, Grenada, Jamaica, and St Vincent and the Grenadines.

Twenty-four (24) year-old Chalika Vidal, a resident of Salisbury, has officially become one of the opposition senators. She took her oath in Parliament today, administered by Speaker of the House of Assembly, Joseph Isaac. Her appointment comes as a replacement for former Senator Sean Douglas, following a decision by Opposition Leader Jesma Paul-Victor last year to remove Douglas from his position due to a rift between them, indicating a lack of trust. Paul-Victor stated that her decision aimed to uphold the integrity of democratic processes from individual misconduct. This decision was made public when Paul-Victor wrote to Her Excellency, the President of Dominica, Sylvanie Burton, on November 6, 2023, formally requesting Douglas’ removal. Vidal's background has revealed her journey from Salisbury Primary School to graduating with honors from Isaiah Thomas Secondary School in 2018. She pursued further education at Dominica State College, actively engaging in extracurricular activities and leadership roles. Described as humble and community-oriented, Vidal is involved in voluntary work and serves on the Salisbury Sports Committee. She plans to pursue studies in Marketing and Communication while continuing her involvement in cultural activities and serving as a role model in her community.

- GOVERNMENT TO SEEK PARLIAMENTARY APPROVAL FOR FINANCING OF ELECTRICITY TRANSMISSION NETWORK
Roseau, Dominica – April 26, 2024… The Government of Dominica will seek parliamentary approval of a credit facility to finance the development of a new electricity transmission network from the Roseau Valley to Fond Cole when Parliament convenes on Monday, April 29, 2024. Minister for Finance, Economic Development, Climate Resilience and Social Security, Hon. Dr. Irving McIntyre will table the resolution for the authorization of the credit facility of EC$103.95 million from the International Development Association (IDA). As Government advances the development of Dominica’s geothermal resource, a new electricity power plant is required to connect the geothermal power plant in Laudat to the hydroelectric power plants in the Roseau Valley and to DOMLEC’s sub-station at Fond Cole for distribution to electricity consumers. The Government of Dominica will also table a motion for the approval of supplementary estimates for the year 2023/24 amounting to EC$ 52, 441, 040; and introduce a Bill for an Act to amend the Tax Information Exchange Act. Last night, Raymond Henderson, a prominent figure in Dominica, tragically passed away. He was discovered suspended from the second floor of his residence. Henderson, in his fifties, held a position at the Ministry of Education and had a background in media. According to his close associates, he had exhibited a reserved demeanor in recent weeks. Our heartfelt condolences go out to his family, friends, and the community of Dominica during this difficult time.
- Cultural elder Ras Mo Moses has died
Cultural Elder Ras Mo Moses has passed. Of mixed native American and African ancestry, Ras Mo was born Desmond Delmance Marcel Moses on the Caribbean island of Dominica, where his childhood was steeped in village cultural traditions. He began hand drumming at age five and excels at rhythms from the Eastern and French Creole Caribbean (Calypso, Piké, Kumina Nyabinghi, Quadrille, Lapo Kabwit, Belè, Yenvalo, Gwoka, etc.). He has added folk styles and stories from other islands and Africa to his performance and teaching repertoires over the years. Ras Mo was a poet, composer, singer, storyteller, teacher, and facilitator who uses performing arts for violence prevention, gender and race equality, community-building, and social justice. He has designed and led community and school programs in the United States, Canada, England, and the Caribbean and is a certified Remo HealthRhythms facilitator. He has published three books of poetry and two albums of music. His interactive curriculum project, Pink and Blue, explores gender socialization, class, and masculinity through original songs, poems, and lively group activities.
