ECTEL has a new Managing Director

David A. Cox assumes the role of Managing Director at the Eastern Caribbean Telecommunications Authority (ECTEL) effective February 1, 2024, succeeding Ms. Cheryl Hector Fontenelle, who served as Acting Managing Director since July 2021.
With a career spanning over 17 years, Mr. Cox brings a wealth of experience to ECTEL. His tenure includes seven years as General Counsel at the Directorate from 2007 to 2013. In this capacity, he was responsible for tasks such as drafting telecommunications legislation, offering legal counsel on the Treaty establishing ECTEL, and overseeing telecommunications regulation across the ECTEL Contracting States. Notably, he spearheaded significant initiatives during his tenure, including the revision of interconnection regulations, the reform of the entire ECTEL Telecommunications Act and Treaty, and the development of legal strategies for regulating sub-regional roaming and implementing number portability in ECTEL markets. Additionally, Mr. Cox provided regular advice to ECTEL’s Council of Ministers on Treaty matters, particularly focusing on regional ICT policy.
Mr. Cox graduated with Honours, earning his Bachelor of Laws (LLB) degree from the University of London in 1999, and subsequently qualified as a Barrister of England and Wales at the Inns of Court School of Law in London, England, in July 2000. He is affiliated with the Honourable Society of Lincoln’s Inn and was admitted to the Utter Bar of the Eastern Caribbean Supreme Court on August 30, 2000. In 2004, he attained his Masters (LLM) degree in International Economic Law with Distinction from the University of Warwick in Coventry, England, where his research focused on the establishment and development of ECTEL.
