This year, the National Telecommunications Regulatory Commission (NTRC) Dominica is championing female students aged 9 - 12 for Girls in ICT Day with a nationwide App Development challenge. Girls in ICT Day, which will be celebrated on April 25th, 2024, has been designated by the International Telecommunications Union (ITU) to encourage girls and young women to pursue education and careers in ICT. As part of the activities leading up to Girls in ICT Day 2024, the NTRC has provided teacher development training and resources to twenty-seven (27) primary school educators to empower them in assisting their students in developing mobile applications for submission to the competition. Students will use the Massachusetts Institute of Technology’s (MIT) App Inventor to create their apps. Video demos of the apps will be posted to NTRC’s Facebook page where the general public is invited to “like'' their favorite apps from April 16th to 20th. The NTRC will award prizes to the top three (3) fan favorites. Meanwhile, a judged segment will determine the Most Creative, Innovative and Functional apps. Additionally, the NTRC has partnered with some of the top businesses in the technology sector to host educational tours.  Budding computer scientists from schools around the country will get an inside look at real-world applications of technology and potential careers on Girls in ICT Day.  Flow, Digicel, Open Solutions and Pickaat are among the numerous industry partners who are opening their doors to participating students and their teachers. The NTRC has also launched a Girls in ICT Day TikTok challenge that leverages the trending “I am a…, of course I…” trend. This challenge, which is open to females of all ages, is intended to not only highlight the experiences of girls and women who have pursued ICT education and careers, but to break stereotypes about women in the field. The Girls in ICT awards ceremony will be held on Friday, April 26th, at the NTRC Second Annual Tech Expo, an exhibition of high school students’ physical computing solutions to real-world problems, at the Windsor Park Sports Stadium. “We launched the first Expo with the hope that we could encourage more secondary students to be interested in ICT,” says Mr. Craig Nesty, the NTRC’s Executive Director.  “This year, with the incorporation of Girls in ICT Day, we were able to work with the primary schools.  All the students will benefit greatly from being in the presence of the nation’s top tech industry professionals.  I hope to see a lot of interaction between the two groups.” The Girls in ICT teams awarded Most Creative, Most Innovative and Most Functional will be on-site to demo their winning apps to patrons. The Tech Expo, which will run from 9am to 5pm, is open to the public and free of charge.

Sexual Assault Awareness Month is observed every April, dedicated to raising public awareness about sexual violence, supporting survivors, and promoting prevention efforts. Throughout the month, various organizations, advocacy groups, and individuals organize events, campaigns, and educational initiatives to shed light on the prevalence and impact of sexual assault. The goals of Sexual Assault Awareness Month include: Raising Awareness: Increasing public understanding of the prevalence and dynamics of sexual assault, including its impact on survivors, families, and communities. Supporting Survivors: Providing resources, services, and support networks for survivors of sexual assault, empowering them to seek help and healing. Prevention: Promoting education and initiatives aimed at preventing sexual violence, including consent education, bystander intervention training, and challenging harmful attitudes and behaviors. Advocacy: Advocating for policies and legislation that address the root causes of sexual violence, improve access to justice for survivors, and hold perpetrators accountable. Community Engagement: Encouraging communities to come together to support survivors, challenge victim-blaming attitudes, and create safer environments for all individuals. Through these efforts, Sexual Assault Awareness Month aims to break the silence surrounding sexual violence, promote healing and empowerment for survivors, and create a culture of respect, consent, and accountability. It serves as a reminder that everyone has a role to play in ending sexual assault and creating a world where all individuals can live free from violence and fear.

A new grant program, known as the Contingency Emergency Response Component (CERC), has been launched in Dominica, aiming to provide significant support to agro processors. Funded by a US$8 million allocation from the World Bank's pilot project, this initiative comes as a crucial development following the devastation caused by Hurricane Maria in 2017. The CERC program, unveiled during an Agro-Processing Post-Harvest Ceremony on April 3, 2024, is poised to address various aspects of food production and security in Dominica. Natasha Jones, an agriculture specialist, elucidated the key components of the program, highlighting its potential impact on enhancing the local agricultural sector. Under Component A of the CERC program, valued at US$4 million, emphasis will be placed on augmenting production systems. This includes bolstering livestock production by reconstructing a national abattoir with an investment of US$1.7 million. Additionally, funds will be allocated for the construction of a national animal feed mixing plant (US$250,000) and the enhancement of local hatcheries (US$100,000). Component B, with a focus on improving the marketing of local agricultural produce, is allocated US$2.2 million. This segment of the program aims to streamline marketing channels for agricultural products, facilitating better access to markets for farmers and agro-processors alike. Furthermore, the CERC program aims to enhance the value addition for fresh products such as meat, fish and edible oils. This component, benefiting 120 agro processors, seeks to elevate the quality and marketability of locally processed goods, thereby contributing to the overall growth and sustainability of the agro-processing industry in Dominica. With the implementation of the CERC grant program, stakeholders in the agricultural sector anticipate a transformative impact on food production, processing, and marketing capabilities. The initiative is poised to empower agro processors, fortify food security, and foster economic resilience in Dominica amidst evolving challenges and opportunities in the global agricultural landscape.

Mervin Alexander has been re-elected as the president of the Dominica Teachers Association (DAT), reaffirming his leadership role within the organization. American Airlines recently announced changes to its pet policy, offering more flexibility to pet owners traveling with their furry companions. The airline has relaxed certain restrictions, making it easier for passengers to bring their pets onboard. Under the updated policy, American Airlines now allows passengers to bring larger pets in the cabin, expanding the weight limit from 20 pounds to 25 pounds. Additionally, the airline has increased the maximum size for pet carriers, accommodating larger breeds comfortably. Moreover, American Airlines has simplified the process for pet travel by eliminating the requirement for a health certificate for pets traveling within the United States. This change streamlines the booking process for passengers, reducing the paperwork and hassle associated with traveling with pets. The media landscape in Dominica is a small space where practitioners are more than just familiar names and faces. We are a close-knit group.  Elias Orville Dupuis was one of us. We were fortunate to have in our space an extraordinary individual whose impact left an indelible mark on those who consumed his content, his colleagues and community at large.  He was a visionary, a mentor, and a friend to all of us who had the privilege of working with him. Elias embodied the spirit of creativity and innovation; tirelessly pushing the boundaries of what was possible in his field. As a content creator, digital transformation strategist, photographer, and entrepreneur, he approached every endeavor with passion and dedication. His commitment to progressive thought and action was evident in every project he undertook, leaving behind a legacy of excellence that will inspire many and endure for generations to come. Throughout his career, Elias was a steadfast advocate for the power of communication. Whether through his work at 365MP, the company he co-founded with friends, or in his roles at Digicel, the Electoral Office, and Invest Dominica Authority, he consistently sought to share information, spark dialogue, and foster understanding. His innate ability to connect with others, coupled with his unwavering commitment to integrity and excellence, made him a trusted advisor and mentor to countless individuals. Beyond his professional achievements, Elias will be remembered for the warmth, kindness, and generosity he extended to all who crossed his path. He was not only a recognised presence in the media community but also a beloved husband, father, and friend. His bright smile, engaging personality and enthusiasm for life and life’s special moments will be remembered by all who knew him. As we mourn the loss of Elias Orville Dupuis, the Dominica Media and Communications Association (DMCA) pays tribute to his ‘awesome’ life and legacy. We extend our heartfelt condolences to his wife, son, family, friends, and colleagues. May his memory serve as a source of inspiration and comfort to all who were touched by his extraordinary spirit. HON. JULLAN DEFOE – Parliamentary Representative, Petite Savanne Constituency HON. CASSANDRA WILLIAMS-Parliamentary Representative-Laplaine Constituency April 4th, 2024 The devastating effects of Tropical Storm Erika in 2015 led to the displacement of most residents of Petite Savanne and the destruction of the road which linked the community to Delices. Following the disaster, the Government of Dominica gave the assurance that Petite Savanne residents would be relocated and the access route to Delices, and other Southeast communities would be re-established. In the first phase, the resettlement of the Petite Savanne community in Bellevue Chopin was prioritized with the construction of 353 housing units funded under the Citizenship by Investment Programme, completed in 2019. However, the Government of Dominica elected to delay the reconnection of Petite Savanne and Delices based on the advice of engineers that it was prudent to allow sufficient time for the affected areas to naturally stabilize and be monitored. Notwithstanding this delay, the Government stays true to its commitment to the people of the Petite Savanne and La Plaine constituencies, being fully aware of the inconveniences in transportation and access caused by the damaged road. To reinforce Government’s commitment, Prime Minister, Hon. Roosevelt Skerrit, the respective parliamentary representatives, interest groups and residents from both constituencies conducted a site visit on January 21, 2023, holding discussions with stakeholders to chart a way forward. To date, several initiatives have been undertaken with the goal of reconnecting the communities, including road clearing costing $2.6 million and construction of the Bagatelle Bridge at a cost of $2.5 million. The Parliamentary Representatives have recently expedited efforts to restore access, having conducted a site visit on March 19, 2024, accompanied by engineers and residents of both communities. A follow-up visit is scheduled for April 4th, 2024, to finalize logistical and other matters. Thereafter, constituents will see mobilization for the reconstruction of the crossing to create vehicular access to and from Delices through Petite Savanne.
